Contracting for Services with Duca Consulting

 

 

 

The 8(a) Facility

 

All firms designated as 8(a) must be certified by the U.S. Small Business Administration. Duca Consulting received its notification in March 2003 and will retain the 8(a) designation through 2012.

An 8(a) firm may be awarded a sole source, uncompeted contract for amounts under $3 million (13CFR 124.506.a); Duca Consulting has no minimum order amount.

 

The process is straightforward and speedy. Having received the statement of work for the job from the technical or project officer, the unit's contracting officer will negotiate  with Duca Consulting regarding the terms of the offer. The contracting officer then sends an offer letter to the SBA designating Duca Consulting International as its preferred contractor. The SBA authorizes the contract and work may commence immediately. While the sole source contract is a very quick and efficient way to engage our services, agencies may also issue RFPs under limited or full and open 8(a) set-aside competitive procurements.
 
Firms designated by the SBA as 8(a) are automatically granted the designation of small disadvantaged business. Prime contractors not themselves in the small business category are obligated to have small business subcontracting plans for any awards over $500,000. Because of our experience with U.S. Government acquisition, and because of the quality and timeliness of our work, Duca Consulting is in many instances the ideal small disadvantaged business partner for teaming and subcontracting agreements.

The Mentor/Protege Facility 

The Mentor/Protégé relationship is codified under 13CFR124.520; requests to form a relationship are authorized by the SBA. Its purpose is to allow established and successful businesses to assist 8(a) companies in the developmental stage to grow their firms. Once the relationship has been authorized, mentors and protégés may form joint ventures to bid on 8(a) solicitations. They are equally eligible to receive sole-source contracts through the  8(a) partner. The mentor may support the protégé through such means as financing activities, recruiting or seconding personnel, providing office space, and reinforcing management. The Mentor/Protégé joint venture must retain at least 50 percent of any award, and the 8(a) protégé must have at least 51 percent of that component.

Both firms enjoy sound reputations in activity design, in the development of performance monitoring systems, and in program evaluation across economic growth and education sectors.
 

 Through this relationship, Duca Consulting will be able to accept awards demanding financial and management resources beyond what it currently possesses.

Duca Consulting is proud to have been awarded a MOBIS contract in June 2005. Our 8(a) status is recognized under the GSA schedule system, and other MOBIS contractors with small business teaming requirements can satisfy the requirements by teaming with us. Purchase Orders 

Duca Consulting International is pleased to accept purchase orders from other contractors as well as from state and federal agencies. A purchase order to Duca Consulting under $25,000 is easy under government contracts. Examples of activities which we could perform with limited level of effort include:

 

ˇ         Rapid Diagnostics of investment and export promotion agencies;
ˇ         Results databases on Access or Excel for some projects;
ˇ         Design of contractible statements of work;
ˇ         Indicator development for performance monitoring plans;
ˇ         Review/critique of technical reports.
 
It is a misconception that a purchase order to Duca Consulting cannot be issued under an existing project, task order, or IQC. Most contracting officers will agree to a purchase order given adequate and reasonable justification.
