Our people

The friends and associates of Duca Consulting International are accomplished professionals who have had a business or advisory relationship with the firm since its establishment. They are all committed to fostering the growth of Duca Consulting through participation in technical assistance assignments, through professional counsel, and through their good relations with the company’s client base. Collectively, they represent the firm's advisory board.

 

Donaldo Hart

is the founder and principal of Duca Consulting International. From 1972­­­­–88 he owned and managed several small businesses in the U.S. and Brazil. In 1989­­ he served as Private Enterprise Officer for the USAID mission in Burundi and since that time has worked in nearly thirty countries throughout Africa, Latin America, Asia, and the Middle East. A graduate of Dartmouth College, he was awarded the Ph.D. degree by the University of Rochester and a diploma from the Executive Program of the Columbia University Graduate School of Business. Donaldo is bilingual in English and Portuguese and professionally fluent in French and Spanish.

 

Tonya Giannoni

is the Chief Operations Officer of DevTech Systems, Inc. She has had both a business and an influential mentoring relationship with Duca Consulting and has been instrumental in the success of two contracts in which the firms have partnered. Tonya has managed development assistance projects in four continents for USAID, the U.S. Trade Development Agency, the World Bank, and other clients. Currently a doctoral candidate at George Washington University, she earned her B.A. in international affairs from GW and an MBA from Johns Hopkins. Tonya is fluent in Spanish.

 

Judy Markoe

has had a successful career as a marketing executive for thirty years. A former director of marketing and public relations at the universities of Houston, Rhode Island, and Maryland as well as for Studley Realty in New York, Judy was Vice President for Marketing and Communications of the American Association of University Women from 1986–98. A former president of the Ad Club of Washington, she has provided indispensable counsel to Duca Consulting on issues of public relations, web site design, and presentations. Judy has an M.S. from SUNY/Albany.

 

Michael Luguje

is currently the Regional Coordinator of the International Maritime Organization for West and Central Africa. Previously he served for ten years in the Ghana Ports and Harbors Authority. Michael is an expert in trade facilitation, especially in port and transport logistics. He worked with Duca Consulting in Ghana and advises on technical issues of his expertise. He graduated from the University of Ghana and received the M.Sc. from the World Maritime University in Malmo, Sweden. He also holds an MBA from the Paris Graduate School of Management. Michael is fluent in English and French.

Isidore Vieira

is an experienced IT professional who has worked with Duca Consulting in customs modernization and port single windows. He has worked extensively in West and Central Africa and is a founding member of the African Association for Assessment and of the Benin Chapter of the Internet Society. He has a MS in economic and management sciences from Benin University and is working on his MBA at Laval University in Canada. Isidore is fluent in French and English.

Beverly Bachemin

served as a program manager and policy analyst for over thirty years at the Department of Labor’s Office of Policy, Research and Legislation. During the course of a distinguished career, she designed and managed nationwide research, evaluation, and demonstration projects as well as congressional mandated programs. Beverly has been a friend of Duca Consulting since its earliest days and has guided us on matters of government procurement. Beverly is a graduate of Southern University/Straights Business College.

 

Bert Laurent

has served as a manager, chief-of-party, and strategist in development assistance activities for over twenty-five years. An anthropologist by training, he has dedicated most of his outstanding career to work in Africa and the Caribbean, where he has led projects in small-scale enterprise development, civil society, and democracy and governance. A friend and advisor on Caribbean matters to Duca Consulting, Bert received both his B.A. and M.A. degrees from Columbia University. He is fluent in French, Haitian Creole, and Spanish.

 

Elizabeth Adelski

is an anthropologist with extensive experience in conducting national and regional household production and consumption surveys,  food-security vulnerability assessments, program evaluations, participatory research, as well as designing monitoring and evaluation (M&E) systems for USAID, the World Bank, and UN agencies throughout Africa, Central America, and the Caribbean. She has also led field research on microenterprises and SMEs and completed evaluations in the agribusiness and rural livelihood sectors. She advises Duca Consulting on survey methodology and program evaluation. Elizabeth works professionally in English, French, Spanish, and Portuguese. She earned a B.A. from UCLA and her Ph.D. from the University of Kentucky.

 

Ousmane Ndao

retired in 2005 from USAID/Senegal after over twenty-five years of service. He served in the program, human resources, and private-sector departments. He continues to consult to the Senegal Mission and conducts work for other clients. Ousmane is virtually Duca Consulting’s representative in Senegal and advises on issues of relevance to West Africa.

 

Ayman Zohry

is a professional demographer, accomplished statistician, and recognized scholar. He has led research teams for the U.S. Naval Medical Research Unit (NAMRU) and served as Director of Monitoring and Evaluation for a large and complex USAID-funded project. He has taught at the American Universities of Cairo and Beirut and published extensively in professional journals. He advises Duca Consulting on statistical analysis, the design of probability surveys, and Middle East issues. Fluent in Arabic and English, Ayman was awarded the Ph.D. by the University of Sussex (UK).

 

Victor Hart

is a senior analyst in the international division of the federal Tribunal de Contas in Brasilia. In 2003, he founded O Instituto Natural English, a Brasilia-based company that often provides superior translation and editorial services for Duca Consulting. Victor has consulted as an expert in relational databases to USAID-funded projects in Burundi, Egypt, and Jamaica and for the World Bank in Brazil. A magna cum laude and Phi Beta Kappa graduate of Williams College, he is bilingual in English and Portuguese and professionally fluent in French and Spanish.
