Staff and Associates

 

The Associates of Duca Consulting International are accomplished professionals and small enterprises that have had a business relationship with the firm since its establishment. They are all committed to fostering the growth of Duca Consulting through participation in technical assistance assignments, through professional counsel, and through their good relations with the company’s client base. Collectively, they represent the firm's advisory board.

  

Donaldo Hart

is the founder and principal of Duca Consulting International. From 1972­­­­–88 he owned and managed several small businesses in the U.S. and Brazil. In 1989­­ he served as Private Enterprise Officer for the USAID mission in Burundi and since that time has worked in nearly thirty countries throughout Africa, Latin America, Asia, and the Middle East. Donaldo is bilingual in English and Portuguese and professionally fluent in French and Spanish. A graduate of Dartmouth College, he was awarded the Ph.D. degree by the University of Rochester and a diploma from the Executive Program of the Columbia University Graduate School of Business.

 

Judy Markoe

has had a successful career in the marketing of corporate and nonprofit institutions for thirty years. A former director of marketing and public relations at the universities of Houston, Rhode Island, and Maryland, Judy was Vice President for Marketing and Communications of the American Association of University Women from 1986–98. She has special expertise in branding for public-sector and nonprofit entities. Recently, as a judge for the American Marketing Association/DC "M" Awards, she presented the "Marketer of the Year" Award to USAID for the agency’s branding campaign. She is a former president of the Ad Club of Washington. Through her firm, Big Picture Marketing, she collaborates frequently with Duca Consulting International. Judy has an M.S. from SUNY/Albany.

 

Beverly Bachemin

served as a program manager and policy analyst for over thirty years at the Department of Labor’s Office of Policy, Research and Legislation. During the course of a distinguished career, she designed and managed nationwide research, evaluation, and demonstration projects that include a $250 million youth program and $180 million of congressional mandated programs. Since her retirement in 2001, Beverly has consulted for private clients and for the DOL in rural development, job training, and education programs. She produced a manual for private contractors for managing U.S. Government resources. For the DOL she continues to conduct contractor debriefings, negotiate grants and contracts, and analyze proposals. Beverly is a graduate of Southern University/Straights Business College.

 

Paul Fekete

has provided counsel on international trade policy matters to government ministries, private companies, and research institutes since 1984. In addition to his consulting activities, he is an adjunct assistant professor at the University of Maryland's University College where he teaches graduate courses on international economics and trade policy. As a consultant he has worked in Africa, Asia, Central Asia, Eastern Europe, and Latin America. He collaborates with Duca Consulting through his own firm, Global Trade Associates. Paul is fluent in Hungarian and enjoys a working ability in French. A graduate of Bates College, he received his M.A. from Johns Hopkins (SAIS).

 

Nick Kulibaba

has twenty-nine years of outstanding experience in international economic development in virtually every geographic region. Much of his consulting work has focused on the agricultural sector, where he has contributed to agribusiness growth, commodity trade, value chain development, and natural resource management. He has also produced studies on investment strategy and risk assessment for companies in the extraction, petroleum, and manufacturing sectors. Nick is fluent in French and Fulfulde and enjoys a functional command of Russian. He has a B.A. from Allegheny College and an M.A. equivalent diploma from the Institute for Social Anthropology of Oxford University (UK).

 

Peter Nizette

comes to Duca Consulting with thirty years of experience in the travel and tourism sector, where he has worked in all facets of the industry from airlines and tour operators to retail travel agents and tourism boards. He has done destination marketing, strategic planning, and market analysis in countries throughout Asia, Africa, the Caribbean, Eastern Europe, South America, and the Australasia/Pacific region. Today his emphasis is on tourism as a major contributor to economic development and a vehicle for pro-poor policies. Peter is a graduate of the Royal Chartered Institute of Marketing in the U.K.

 

Bert Laurent

has served as a manager, chief-of-party, and strategist in development assistance activities for over twenty-five years. An anthropologist by training, he has dedicated most of his outstanding career to work in Africa and the Caribbean, where he has led projects in small-scale enterprise development, civil society, and democracy and governance. Known as a consensus-builder, he has built many innovative, collaborative relationships between local and U.S. institutions. He has also managed small grants programs and led project design efforts. Bert received both his B.A. and M.A. degrees from Columbia University. He is fluent in French, Haitian Creole, and Spanish.

 

Elizabeth Adelski

is an anthropologist who has conducted nationwide household surveys, disaster and food security assessments, rapid appraisals, qualitative studies, and program evaluations for USAID, the World Bank, and UN agencies throughout Africa, Latin America, and the Caribbean. She has led research on microenterprises and SMEs and completed evaluations in the agribusiness and rural livelihood sectors. She has designed performance monitoring plans as well as complex sample surveys. Elizabeth works professionally in English, French, Spanish, and Portuguese. She earned a B.A. from UCLA and the doctoral degree from the University of Kentucky.

 

Theodore Lyimo

is a customs and trade facilitation expert. His thirty years of professional experience include ten years at the WTO and four with the SADC secretariat. He has contributed broadly to trade and customs issues throughout Africa on international, regional, and national levels. He has brought expertise on the WCO harmonized classification system, ASYCUDA, trade statistics, customs clearance, and related issues to UN, World Bank, and USAID-funded activities. Theo is fluent in English and Swahili and commands a working knowledge of French. He is a law graduate of the University of Dar es Salaam.

 

Veronique Praz

enjoys over twenty years of professional experience in product marketing for international companies as well as in export promotion, social marketing, and grant management in development assistance activities. She has worked extensively in Latin America, Europe, and sub-Saharan and North Africa. Her understanding of product cycles, sales, and product image have allowed her to work in development assistance in both the economic and the social sectors. Veronique is bilingual in English and French and professionally fluent in Portuguese and Spanish. She received a B.A. from Georgetown and an M.A. from American University.

 

Ayman Zohry

is a professional demographer, accomplished statistician, and recognized scholar. He has led research teams for the U.S. Naval Medical Research Unit (NAMRU) and served as Director of Monitoring and Evaluation for a large and complex USAID-funded project. He has taught at the American Universities of Cairo and Beirut and published extensively in professional journals. Currently he is studying the economic and social impact of present-day human migrations. Fluent in Arabic and English, Ayman holds a doctoral degree from the University of Sussex (UK).

 

Mechell Jacob

is a senior project manager with over thirty years of work in development assistance interventions. He has worked in twenty-five countries in Asia, Africa, the Middle East, and the Caribbean and has successfully managed large, complex activities. His work has covered the agriculture and rural development sectors as well as the humanitarian and democracy and justice areas. Mechell is professionally fluent in French and Haitian Creole and also communicates well in Vietnamese and Thai. He holds a M.S. from Cornell.

 

Trina Rand

is an economic policy specialist with expertise in investment promotion, international trade, competitiveness, and corporate location benchmarking. In development assistance activities she has consulted to USAID, the World Bank, and the IFC and has worked in Africa, Eastern Europe, Central Asia, and the Middle East. She has also consulted to the Government of Quebec and to private industry. Trina is fluent in French and has earned M.A. degrees from Johns Hopkins (SAIS) and from the University of Cape Town.

  

Victor Hart

owns and manages Natural English, an institute established in Brasilia for superior-quality translations, simultaneous interpreting, and foreign language instruction. Through his company he has done translations for several consulting firms with USAID and World Bank contracts. He is also an expert in relational databases and has created several tailored programs for small businesses and projects, including one USAID-funded activity. Victor is bilingual in English and Portuguese and professionally fluent in French and Spanish. He is a magna cum laude and Phi Beta Kappa graduate of Williams College.
